Meeting with the Disability Employment Support Network

After successfully completing the training program at Seiden Kogyo Co., Ltd. in Japan, during the final days of the official visit, we visited the Urawa Branch of the Saitama Disability Employment Support Network.

The organization works closely with local government authorities, private-sector companies, and non-governmental organizations, and has experienced job coaches specializing in supporting the employment of persons with disabilities.

Following the meeting, we were introduced to the operations of Sinfonia Tobu Co., Ltd., a special subsidiary of Tobu Railway Co., Ltd.

Established in 2007, the company has continuously provided employment opportunities for persons with disabilities. As of June 2026, its employment rate of persons with disabilities has reached 3.4%, exceeding the legally mandated employment quota of 2.7%.

Although the special subsidiary system has not yet been introduced in Mongolia, we found Japan’s approach to promoting the employment of persons with disabilities through workplace accommodations and professional human-resource support to be an innovative and valuable practice that could provide useful insights for Mongolia.
